MS4 Compliance & Enforcement Certified Inspector (MS4CECI)

An MS4 is “a conveyance or system of conveyances (including roads with drainage systems, municipal streets, catch basins, curbs, gutters, ditches, man-made channels, or storm drains): Owned or operated by a state, city, town, borough, county, parish, district, association, or other public body (created to or pursuant to state law) including special districts under state law such as a sewer district, flood control district or drainage district, or similar entity, or an Indian tribe or an authorized Indian tribal organization, or a designated and approved management agency under section 208 of the Clean Water Act that discharges into waters of the United States. Designed or used for collecting or conveying stormwater; which is not a combined sewer; and which is not part of a Publicly Owned Treatment Works (POTW) as defined at 40 CFR 122.2.”

In practical terms, operators of MS4s can include municipalities and local sewer districts, state and federal departments of transportation, public universities, public hospitals, military bases, and correctional facilities.

MS4 Compliance and Enforcement

There are 2 different types of MS4s. They are:

  1. Phase I, issued in 1990, requires medium and large cities or certain counties with populations of 100,000 or more to obtain NPDES permit coverage for their stormwater discharges.
  2. Phase II, issued in 1999, requires regulated small MS4s in urbanized areas, as well as small MS4s outside the urbanized areas that are designated by the permitting authority, to obtain NPDES permit coverage for their stormwater discharges.

Most of the time, Phase I MS4s are covered by individual permits, and Phase II MS4s are covered by a general permit. Each regulated MS4 is required to develop and implement a stormwater management program (SWMP) to reduce the contamination of stormwater runoff and prohibit illicit discharges. That’s where the NPDES Training Institute comes in. We offer MS4 Compliance & Enforcement Inspection Training, MS4 permit compliance services, and MS4 software solutions to Phase I and Phase II municipalities throughout the United States of America.

Course Information

This 2-day course is developed and designed specifically for MS4 compliance and enforcement personnel; field inspectors, stormwater managers and consultants, with a focus on MS4 stormwater permit compliance and enforcement responsibilities.

Course examination is conducted immediately following classroom instruction. Course attendees are required to achieve a minimum examination score of 70% for their 3-year MS4CECI Certificate.

The MS4CECI course was designed by federal, state, and local regulatory personnel, as well as stormwater consultants with over 100 years of combined experience in educating municipal storm sewer system (MS4) stormwater personnel to manage and perform stormwater inspections of municipal, commercial, industrial, and construction site activities. The 2-day seminar teaches federal and state stormwater laws and guidance documents and ordinances for the purpose of implementing the 6 minimum control measures (MCMs). Instruction is also provided for the purpose of performing outfall reconnaissance and illicit discharge detection elimination (IDDE) inspections for industrial facilities, construction sites and hot spots, and highly visible pollutant sources (HVPS).
